EU DSA Designations for ChatGPT, Reddit and Roblox: What Brands Should Review

The European Commission's designation of ChatGPT as a Very Large Online Search Engine and Reddit and Roblox as Very Large Online Platforms is a business trigger for brands operating in Europe. It does not make brands directly responsible for the platforms' additional obligations, nor does it prohibit normal marketing activity. It does make platform governance, content provenance, audience protection and channel dependency more important inputs to international communications strategy.

The business trigger: three services enter the DSA's largest-platform tier

On 31 August 2026, the European Commission designated ChatGPT as a Very Large Online Search Engine, or VLOSE, and Reddit and Roblox as Very Large Online Platforms, or VLOPs, under the Digital Services Act. The Commission said the services had declared at least 45 million average monthly users in the European Union, the threshold associated with this tier.

The Commission stated that the three services have four months—until January 2027—to comply with the additional obligations attached to their designations. Those obligations concern the assessment and mitigation of systemic risks, including risks connected with illegal content, fundamental rights, minors, physical and mental wellbeing, electoral processes and public security. The legal obligation falls on the designated service; the strategic implication extends to businesses that depend on it for discovery, community or communication.

What the designation means—and what it does not

Designation is a regulatory classification, not a finding that a platform or search service has broken the law. It also does not automatically change a brand's advertising contract, ranking, account status or content distribution. Each designated service must determine and implement the measures required for compliance, under the relevant supervision and enforcement framework.

Brands should therefore avoid two opposite mistakes: treating the announcement as irrelevant because the obligations are platform-side, or treating it as proof that a specific feature, format or channel will disappear. The disciplined response is to monitor confirmed platform changes, map where the brand relies on each service and prepare governance that remains useful across different implementation choices.

Why this matters for international discovery

ChatGPT's designation as a VLOSE underlines a structural change in discovery: an AI interface can operate as a search environment at European scale. A brand's visibility is no longer shaped only by classic search rankings, paid media and social feeds. It may also depend on whether public information is clear, attributable, consistent across markets and easy for an answer system to interpret.

This is not a reason to manufacture content for an algorithm. It is a reason to strengthen the evidence layer: precise entity names, stable service definitions, responsible claims, dated sources, visible authorship, self-consistent market pages and a clear distinction between the company's own facts and third-party commentary. These practices support both human trust and AI-mediated discovery.

Reddit and community intelligence require a different operating model

Reddit's VLOP designation matters because community platforms are not simply media inventory. They contain peer discussion, problem language, product criticism, category explanations and reputation signals that can influence both buyers and answer systems. A brand entering a market may learn from those conversations, but it should not disguise promotion as independent participation or treat community members as a list to be harvested.

Build a community protocol before activity begins. Define who may speak for the company, how affiliation is disclosed, which questions can be answered, how complaints are escalated and which evidence supports a corrective response. The objective is not to control the conversation. It is to make the brand's participation truthful, useful and resilient if platform processes or moderation standards change.

Roblox makes audience protection a board-level brand question

Roblox's designation is particularly relevant to brands considering youth, gaming and immersive activations. The DSA framework gives specific attention to risks affecting minors, while the Commission's general DSA guidance also highlights restrictions including the ban on targeted advertising to children. A creative concept cannot be separated from age assurance, commercial disclosure, data handling, moderation and the design of rewards or social interaction.

Before approving an activation, the brand should identify the actual audience, the platform feature being used, every data flow, the role of creators or developers, moderation ownership and the applicable legal review. A global campaign template should not be rolled into the EU merely because the visual assets and mechanics are technically available.

The main risks for international brands

The first risk is channel concentration. If discovery, reputation or acquisition depends on one interface, a policy or product change can affect an entire market programme. The second is evidence failure: inconsistent claims and unclear authorship become harder to defend when information is summarised or redistributed outside its original page.

The third is governance fragmentation. Local teams, agencies, creators and sales partners may publish different versions of the same promise. The fourth is audience risk, especially where minors or sensitive topics may be involved. The fifth is measurement illusion: platform reach can appear precise while the path from exposure to qualified commercial action remains uncertain.

Start with a dependency map. List where ChatGPT, Reddit and Roblox appear in the customer journey by market: research, discovery, reputation, creator activity, paid distribution, community support, immersive experience or measurement. Record the owner, purpose, audience, data involved and the business process that would be affected by a material platform change.

Then create a monitored change log based on official platform and Commission announcements. Do not redesign campaigns around rumours. When a confirmed change appears, assess its effect on content, targeting, reporting, moderation, contractual terms and local execution. Preserve alternative discovery routes through the company's own site, qualified media, partners, events, CRM and direct relationships.

Build one governance layer across markets

International teams need a common minimum standard and a visible local exception process. The central layer should define entity facts, claims, evidence, sensitive audiences, disclosure rules, account ownership and incident escalation. Local teams should add language, cultural context, channel practice and market-specific legal advice without changing the underlying promise silently.

Assign a decision owner to each high-risk element. Marketing can own the channel purpose and content process; legal and privacy specialists can advise on applicable obligations; product and service owners can validate capabilities; local teams can test comprehension and context. A single approval table is more useful than a large policy that nobody can apply during a live campaign.
